Create a rule that fires on the custom event "scroll_milestone".
Set eVar[X] to scroll percentage from [DATA LAYER PATH].

E-commerce: Add to Cart

Create a click tracking rule for [ADD TO CART SELECTOR].
Set eVar[X] to product name from [DATA ELEMENT].
Set eVar[X] to product ID from [DATA ELEMENT].
